Wales Leads the Way: Rooftop Solar to Become Mandatory for New Builds
The UK’s rooftop revolution just took a massive leap forward, and it’s starting in Wales.
Following years of industry lobbying, the Welsh Government has officially announced an amendment to Part L of the Building Regulations. From 4th March 2027, solar power will effectively become a “functional requirement” for all new-build homes and non-domestic buildings in Wales.

What do the new regulations mean?
Technically, the regulations require a “system for renewable electricity generation” to be installed on-site. While this doesn’t explicitly name-check solar panels, PV is the most practical, cost-effective, and scalable technology available for new build homes.
Key details of the mandate include:
- Effective Date: 4th March 2027 for new constructions.
- Expanded Scope: From 2028, the rules will extend to major renovations, including roof replacements and material changes of use.
- Minimum Generation: To prevent “token” installations, systems must be capable of generating at least 720kWh per year (roughly a fifth of a standard 3.5kW residential system) to qualify.
- Future-Proofing: Developers are encouraged to go beyond the bare minimum. Higher solar capacity will count toward better EPC ratings, making properties more attractive to energy-conscious buyers.
This mandate creates a guaranteed pipeline of work. It signals a significant shift in the scale of the residential and commercial markets.
